Annexed by the City

The land north of Bloor between Jane and Runnymede is annexed by the City of Toronto, and over the following decades it fills with the brick houses that still line its side streets. Pictured: crews laying streetcar track at Bloor and Runnymede in 1917.

The Runnymede Theatre

A vaudeville and movie house opens on Bloor Street West. It later served as a bingo hall and a bookstore, was designated under the Ontario Heritage Act in 1990, and is now a Shoppers Drug Mart.

The subway arrives

The Bloor–Danforth line reaches Runnymede and Jane stations. Shoppers who once rode the Bloor streetcar can now ride downtown in minutes, and new suburban malls pull trade away from the street.

The world's first BIA

Local merchants ask the City to collect a small levy from every business and return it to an elected board. On September 16, 1970, Bloor West Village becomes the first Business Improvement Area anywhere in the world.

The owner commissioned TACT Architecture to study what the site could support. Their package, dated April 30, 2025, reviews the Official Plan, the City's 2024 Mid-Rise Building Design Guidelines and the zoning by-law, and tests two façade options on the same building.

The scheme places a retail unit and the residential lobby at grade, with waste, mechanical and storage behind. Floors two to four each hold a two-bedroom and a one-bedroom suite; floors five and six each hold a three-bedroom suite, or can repeat the typical floor. A mechanical penthouse sits on top, stepped back from Bloor.

Under the 2024 guidelines, height follows street width at a 1:1 ratio, and Bloor's 27-metre street width points to about 27 metres. Because the lot is shallow, a 7.5-metre rear setback applies, with no rear stepback needed up to 20 metres, or six storeys. The current zoning permits a density of 2.5 times the lot area and a height of 14 metres.
